From September 16 to 20, 2024, the Global Health Program Evaluation, Analysis, Research, and Learning (GH-PEARL) Project convened USAID, implementing partners, and technical experts in Cotonou for a co-design workshop on Third-Party Monitoring (TPM). Inawa Institute took part as co-designer of the monitoring framework and as the TPM operator. The event aimed to strengthen independent monitoring of health programs and improve accountability, transparency, and learning across interventions in Benin.
Participants from organizations including WHO, FAO, MSH, PSI, DEDRAS, Chemonics, CREC, Breakthrough Action, and the National Malaria Control Program (PNLP) collaborated to identify priority activities for monitoring and define appropriate data collection methods. Discussions focused on service quality, accessibility, continuity of care, community engagement, and potential implementation risks such as epidemics, environmental shocks, and operational challenges.
The initiative adopts a One Health approach, promoting collaboration across human, animal, and environmental health sectors. Through field observations, key informant interviews, and site visits, TPM will generate independent evidence to support informed decision-making and improve the effectiveness of USAID-supported health programs in Benin.
